Refund Policy
Fee refund guidelines for students of the Institute for Building & Construction Safety
1. Purpose & Scope
This policy governs the refund of fees paid by students enrolled in programmes offered by the Institute for Building & Construction Safety (IBCS). It applies to all programme levels — Foundation Certificate, NHSA, and NCSO — and covers application fees, examination fees, tuition fees, and all ancillary charges. IBCS is committed to a fair and transparent refund process modelled on internationally recognized standards adopted by Canadian colleges and polytechnics.
2. Non-Refundable Fees
The following fees are strictly non-refundable under all circumstances:
- Application Fee (₦10,000) — Non-refundable once submitted, regardless of the outcome of the admission decision.
- Examination Fees — All examination and assessment fees are non-refundable once the examination period has commenced or the student has been registered for the assessment.
- Administrative Processing Fee (₦15,000) — A non-refundable administrative deposit is deducted from any tuition refund issued.
3. Tuition Refund Schedule
Tuition fees are refundable according to the following schedule, based on the date a formal written withdrawal request is received by the Registrar's Office:

| Day 1 to Day 3 of classes | 75% of tuition fees paid |
| Day 4 to Day 7 of classes | 50% of tuition fees paid |
| Day 8 to Day 10 of classes | 25% of tuition fees paid |
| After Day 10 of classes | No refund — 100% non-refundable |
*Note: "Days" refers to calendar days from the official start date of the semester, not class attendance days.*
4. Withdrawal Procedure
To be eligible for a refund, students must:
- Submit a formal written withdrawal request to the Registrar's Office via the Student Portal or in writing to admissions@ibcsnigeria.com
- The date the withdrawal is received (not the date of last attendance) determines the applicable refund percentage
- Simply ceasing to attend classes, logging out of the LMS, or verbal notification does NOT constitute an official withdrawal
- Students who fail to formally withdraw remain liable for all outstanding fees
5. Pre-Paid Future Semester Fees
If a student has paid tuition for future semesters in advance and withdraws before those semesters begin, the full amount of the future-semester fees will be refunded, less any applicable administrative charges.
6. Extenuating & Compassionate Circumstances
In cases of documented medical emergencies, bereavement, or other extraordinary compassionate circumstances, students may submit a written appeal for a partial refund consideration beyond the standard schedule. Appeals must include:
- A written statement describing the circumstances
- Supporting documentation (e.g., medical certificates, official reports)
- Submission within 30 days of the withdrawal date
Appeals are reviewed by the Academic Review Committee and decisions are final.
7. Instalment Payment Plans
Students on approved instalment payment plans who withdraw are entitled to a refund of any overpayment based on the refund schedule above. If the amount already paid is less than or equal to the non-refundable portion, no refund is issued.
8. Refund Processing
- Approved refunds are processed within 30 business days of the withdrawal being approved
- Refunds are returned to the original method of payment where possible
- International or third-party payments may require additional verification and processing time
- IBCS reserves the right to deduct any outstanding debts from refund amounts
9. Programme Transfer
Students who transfer between IBCS programmes (e.g., from Foundation to NHSA) are not entitled to a refund. Fees paid for the original programme will be credited toward the new programme, subject to any fee differential.
10. Dismissal or Expulsion
Students who are dismissed or expelled for academic misconduct, disciplinary reasons, or violation of IBCS policies are not entitled to any refund of fees paid.
